For the past several weeks, they have stated that the servers were up, when the actually were not. If you go into chat, they will comfirm the server status. On a side note, patch 24 seems to be freaking huge! I'm on a DSL line and its taking forever! I honestly can't remember the last time I waited 1/2 hour for a download.
